
History of Home and Community-Based Services (HCBS)
Home and community-based services (HCBS) provide support to help individuals live in their own homes or community settings, rather than in institutions. These services are most often provided and paid for by Medicaid with the aim of improving the quality of life for those with disabilities or who require long-term care. HCBS can include personal care, transportation, home modifications and other support services. HCBS are meant for care recipients to be able to remain in their own homes and/or in the community. Caregivers need to understand HCBS in order to understand the vital and essential role they play in caring for the nation’s care recipients receiving these services.
